Cabinet approves plans for housing, harita Keralam and education missions

Chief Minister Pinarai VijayanThiruvananthapuram: Kerala Cabinet on Tuesday approved plans for housing for all, harita Keralam mission and revitalisation of educational sector.

Plans have also been approved for turning government hospitals into patient-friendly institutions. These programmes have the objective of reaching out to the marginalised sections.

According to details of the plans released by Chief Minister Pinarai Vijayan at press conference, housing programme will be carried out by State Housing Mission chaired by the Chief Minister. It will cover all landless and homeless families in five years.

Housing colonies will be built with facilities for education, employment and delivery of government services. Transfer or renting out of houses provided to beneficiaries will not be permitted. However, ownership could be obtained over 15 to 20 years by making monthly payments.

A state-level education mission will oversee modernisation of the education sector including upgradation of 10000 schools to international standards as announced in the Budget for the current year. High tech class rooms will be set up for eighth to 12th standards. Curricula will be revised on the basis of a detailed report.

A task force will oversee day to day implementation of the programme including training of teachers and deployment of technology.

The Hartita Keralam Consortium Mission, chaired by the Chief Minister, will focus on sanitation and waste disposal, agriculture development and water conservation. There will be three task forces to carry out the programmes such protection of water sources, promotion of organic farming and implementation of decentralised and centralised waste disposal programmes including those for plastic, e-waste and hospital waste.

There will be an empowered committee with Chief Secretary as coordinator for coordination of the three missions and task forces. Functioning of the missions and task forces will be directly monitored by the Chief Minister.

There will be mission groups and task forces at the district and local level for implementation of the schemes.

The Ardram Mission for government hospitals, chaired by Chief Minister, will focus on improving basic facilities at the hospitals. It will be carried out in three phases covering medical college hospitals, district hospitals, taluk hospitals and Ayurveda-homeo and primary health centres.
